How to become a pilot

The credential is called the Ultralight Flying Device Pilot Certificate, issued by KOTSA's chairman. The minimum age is 14 for Classes 1 through 3, and 10 for Class 4. Classes 1 through 3 require a written exam (70 out of 100 or higher) plus a practical exam, both administered through KOTSA's own portal.

Class 4 requires only an e-learning course, with no exam. The only confirmed government fee is an 11,000 won reissuance charge; the exam fee itself is not published on KOTSA's site.

About the regulation

Civil drone operation in South Korea is regulated by the Ministry of Land, Infrastructure and Transport (MOLIT), with certification delegated to the Korea Transportation Safety Authority (KOTSA), under Articles 2(3), 125, and 129 of the Aviation Safety Act. Registration is mandatory for any drone over 2 kilograms regardless of use, and for commercial drones over 250 grams.

Devices are sorted into four classes by weight, from Class 1 (over 25 kilograms) down to Class 4 (250 grams to 2 kilograms, e-learning only).
