The credential is best described as a registration-linked knowledge test rather than a formal licence. Applicants register and then pass an online exam through the CAAT UAS Portal, verified with a Thai mobile number for a one-time password, resulting in a drone pilot certificate valid for two years.
A failed exam requires a 24-hour wait before retrying.
Civil drone operation in Thailand is regulated by the Civil Aviation Authority of Thailand (CAAT) under a 2015 Ministry of Transport announcement made pursuant to the Air Navigation Act. Hobby flying under 2 kilograms needs only general permission and no individual registration. Anything from 2 to 25 kilograms flown recreationally, and all commercial flying up to 25 kilograms, requires individual registration with the CAAT Director-General, along with mandatory liability insurance of at least 1 million baht.
Drones over 25 kilograms need case-by-case Ministerial permission.
