Individuals must be at least 18 (waived only for drones under 250 grams), register as an operator, and obtain either a Category A license (visual line of sight, 250 grams to 2 kilograms) or a Category B license (beyond visual line of sight or 2 kilograms and up) from the Ministry of Defense, not the civil aviation authority.
Even after obtaining a license, pilots must still apply for permission before each individual flight. No fee is published for any part of this process.
Civil drone operation in Vietnam is regulated under Decree 288/2025, which replaced the country's earlier 2008 decree. Unusually, licensing responsibility is split across two ministries rather than the civil aviation authority: the Ministry of Defense issues operator licenses and per-flight permits, while the Ministry of Public Security governs device registration and a newer flight-tracking mandate.
The Civil Aviation Authority of Vietnam limits its role to airspace coordination. Drones under 250 grams face minimal restriction; those between 250 grams and 2 kilograms fall into a visual-line-of-sight category; anything heavier, or flown beyond visual line of sight, faces stricter rules.
