Kuwait has no direct individual-facing drone-pilot license application. Instead, a person becomes authorized as operating crew under an operator's organization-level certificate by holding a manufacturer qualification, a foreign license the DGCA recognizes, or a DGCA-accepted training certificate, and passing a knowledge test covering air law, navigation, flight planning, meteorology, and operating procedures.
This path is mediated entirely through an employer or operator, not available as a standalone personal application.
Kuwait's civil aviation regulator, the Directorate General of Civil Aviation (DGCA), sorts drones into three risk categories by weight, with registration required across the board. Every category except small recreational drones must additionally hold a UAS Operator Certificate, an organization-level authorization rather than an individual pilot credential.
