For recreational flying, the practical path runs through the Qatar R/C Sport Center rather than QCAA directly: pilots obtain a hobby-practice license and register their aircraft there. For any use, a drone must be registered with QCAA and the operator must apply for flight permission, restricted to Qatari citizens and legal residents (visitors and tourists cannot be authorized).
QCAA has not published an approved commercial training-organization scheme.
Qatar has no standalone civil-aviation drone-pilot licensing regime. The Qatar Civil Aviation Authority (QCAA) requires registration for any drone since October 2021, along with insurance and a minimum operator age of 18, but does not issue an individual remote-pilot license or certificate of its own.
