Today, flying requires an Unmanned Aircraft Flight Permit issued by the Ministry of Defense, requiring a company or client letter, an airworthiness certificate, an operator competency certificate, and insurance, plus a modest application fee and a recurring monthly charge based on weight. There is no civilian pilot credential yet; a Remote Pilot Licence becomes real once ECAR Part 106 takes effect, though even then the individual application process is deferred to each operator's own approved training program.
Civil drone operation in Egypt currently runs through a Ministry of Defense flight permit rather than a civilian pilot-licensing system. A newer regulation, ECAR Part 106, creates a formal operator-certificate and pilot-license regime, but it does not take effect until November 2026.
