How to become a pilot

A1/A3 exams are run by RDW-recognized private schools rather than a centralized government exam, after which RDW issues the license through the DigiD system for a 10 euro iDeal fee, valid 5 years across the EU.

The minimum age for solo flying is 16; younger pilots must fly under supervision. The Certified category, ILT notes, is not yet possible in the Netherlands.

About the regulation

Civil drone operation in the Netherlands is set by policy at ILT (the Human Environment and Transport Inspectorate), with registration and individual licensing delegated to RDW, the vehicle authority. Rules are weight-banded: drones under 250 grams need nothing, 250 to 500 grams need registration plus A1/A3, 500 grams to 2 kilograms need registration plus A1, A2, or A3, and 2 to 25 kilograms need registration plus A1/A3.
