The A1/A3 category requires a free online course and exam through the flydrone.no portal, resulting in an A1/A3 competency certificate. The A2 category requires an additional online course plus an in-person exam at a traffic station (trafikkstasjon), using a national ID or D-number, resulting in an A2 remote pilot certificate of competency.
A fee is charged for the A2 exam, though the exact amount is not published.
Civil drone operation in Norway is regulated by Luftfartstilsynet (the Civil Aviation Authority of Norway) under BSL A 7-2, which implements EU Regulation 2019/947. Norway is not an EU member but incorporates the rule through the EEA Agreement as an EFTA rule-taker.
Registration costs 230 NOK a year for individuals or 1,500 NOK for organizations, through the flydrone.no portal.
