How to become a pilot

The A1/A3 category is entirely free, a 40-question exam with a 75 percent pass threshold, done entirely on the drony.gov.pl portal, with a minimum age of 14 (with narrower exceptions for younger pilots). There is no separate physical certificate; it is simply recorded on the pilot's portal profile.

The A2 category requires additional training plus a practical self-declaration on the portal, followed by a separate paid exam through a ULC-listed designated examining entity, though the fee for that exam is not published by ULC.

About the regulation

Civil drone operation in Poland is regulated by the Urząd Lotnictwa Cywilnego (ULC) under EU Regulation 2019/945 and 2019/947 plus national aviation law, amended in January 2025 to mandate liability insurance for drones between 250 grams and 20 kilograms starting in November 2025. The operational portal, drony.gov.pl, is technically run by PAŻP rather than ULC directly.
