How to become a pilot

The A1/A3 category is a fully remote course and exam with a 75 percent pass threshold, run through the rp.anac.pt training and exam platform, resulting in an A1/A3 proof of competency valid 5 years. The A2 category requires a practical self-training declaration plus a 30-question in-person ANAC exam, also at 75 percent, taken within 6 months of enrolling, resulting in an A2 remote pilot certificate.

ANAC's own guidance states that no fees are charged in this initial phase, though that is explicitly framed as temporary rather than permanent.

About the regulation

Civil drone operation in Portugal is regulated by the Autoridade Nacional da Aviação Civil (ANAC) under EU Regulation 2019/947 plus national decree-laws covering insurance and fees. Registration is free and valid for 3 years for any drone with a camera or sensor, handled through the uas.anac.pt portal using Portugal's national digital ID.
