Costa Rica's DGAC issues an RPAS license. You first complete a theory-and-practice course at a DGAC-authorized flight school, then sit the DGAC's own theoretical exam and a practical flight test, and you must hold a valid Class 3 aeronautical medical certificate. Apply online through the DGAC's RPAS license page, uploading the application form, your ID, the passed practical exam, the medical, a certified flight logbook, and a photo.
The DGAC publishes its fees: about 61 dollars for each exam and 94 dollars to issue the license.
Costa Rica's Dirección General de Aviación Civil (DGAC) regulates drones under the RAC-RPAS, issued by Executive Decree 44615 of October 24, 2023. RPAS must be registered with the DGAC through its drone portal, and any aircraft under 25 kg must carry an identification plate showing the serial number and operator contact details.
To be licensed, a remote pilot must be at least 18, hold a Class 3 medical certificate, complete theoretical and practical training with documented flight hours, and pass DGAC exams; commercial operations additionally require a Certificate of Operation.
