The Dominican Republic's IDAC issues a remote-pilot license with a small-RPAS rating under RAD 107. You must be at least 18 and able to communicate in Spanish, complete an IDAC-approved training course, then pass IDAC's theoretical exam and a practical flight assessment.
Pilots who already hold a manned-aircraft license can get a validated license that waives the theory exam. Apply through IDAC's citizen portal.
The Instituto Dominicano de Aviación Civil (IDAC) regulates drones through two rules: RAD 48, covering registration and marking of small remotely piloted aircraft, and RAD 107, covering small-RPAS operations and remote-pilot licensing. Drones weighing 0.25 kg or more must be registered with IDAC's national aircraft registry, and operating them requires an IDAC Remote Pilot Certificate.
To obtain the license, an applicant must be at least 18 and pass a theoretical exam plus a practical flight assessment; civil-liability insurance is also required.
