How to become a pilot

Paraguay's DINAC rule prescribes a remote-pilot license with a Class 3 medical certificate and a DINAC competency exam, for applicants who are at least 18. In practice, though, the published procedure operates flight by flight: for operations near airports, over cities, or over crowds, you file a signed request to the Dirección de Aeronáutica Civil five business days ahead, with the operator's ID, the drone's details, and the flight coordinates, and pay the corresponding fee.

The license application path itself is not documented publicly, so confirm the current requirements with DINAC before you plan on certifying.

About the regulation

Civil drone operations in Paraguay are regulated by DINAC (Dirección Nacional de Aeronáutica Civil) under its RPA/RPAS regulation, adopted by DINAC Resolution N° 2170. Operators must enroll in DINAC's drone operators registry, and for non-recreational use they obtain authorization as remote crew, tied to psychophysical fitness plus a basic aviation-law exam and a supervised practical exam.

Unmanned aircraft are grouped by weight into three classes; purely recreational flying is exempt from the DINAC authorization requirement.
