Uruguay's DINACIA issues a DAOD operator permit. You must be at least 18, have completed basic secondary school, be a citizen, and hold a valid national health card, the standard Carné de Salud rather than an aeronautical medical. You then pass a theory exam before DINACIA, or complete a course at an authorized instruction center, register the drone, and pass a practical skill test before a DINACIA examiner.
Registration is free through DINACIA's online UTM platform; drones up to 25 kilograms flown recreationally need no permit.
Drone operations in Uruguay are regulated by DINACIA (Dirección Nacional de Aviación Civil e Infraestructura Aeronáutica), which classifies remotely operated aerial devices (DAOD) by weight: menores (up to 25 kg), medianos (25-260 kg) and mayores/RPAS (over 260 kg). Devices are entered in DINACIA's registry via its online UTM platform.
For minor and medium devices no aeronautical pilot license is required, but the operator obtains a DAOD operator permit after demonstrating basic knowledge of aeronautical regulations, flight proficiency, and emergency handling.
