How to become a pilot

Venezuela has no published path for an individual to earn a national remote-pilot license. The governing 2016 rule is a transitional framework that grants temporary aerial-work permits to operators, usually companies, which must register their aircraft with INAC and carry third-party liability insurance. It requires the pilot in command to already hold the corresponding licenses or ratings, and INAC validates foreign licenses from other ICAO member states, but it defines no procedure to earn a Venezuelan one.

In practice the operator holds the permit and the pilot brings or validates credentials from elsewhere.

About the regulation

In Venezuela, civil aviation is regulated by the Instituto Nacional de Aeronáutica Civil (INAC). RPAS operations for aerial work by legal entities are governed by INAC's Providencia Administrativa PRE-CJU-GDA-474-16, published in Gaceta Oficial No. 40.976 (August 30, 2016), which INAC describes as a transitional framework.

INAC has certified authorized RPAS instruction centers to train and certify remote pilots; some procedural specifics are not published in a single consolidated public document.
